This document outlines Maya’s Challenge System, a decentralised mechanism for fostering innovation and policy development. It is designed to empower nation-states, organisations, and individuals to collaboratively address complex challenges using Maya’s technocratic governance tools.   1. Challenge Issuance

A nation-state or consortium of states initiates a policy or regulatory challenge by locking a pre-defined budget within a dynamic smart contract. The challenge specification includes:

  • Constraints or key considerations

2. Proposals Submission

Individuals, organizations elevated to network states submit proposals addressing the challenge.
